  • 17th Circuit Court

    State of Illinois trial court for Winnebago County and Boone County

  • Animal Services

    Animal Services helps animals find homes. We also take care of lost animals within the community.

  • Auditor

    The County Auditor's Office reviews all claims against the County, approves all purchase orders, and maintains a continuous internal audit of all County departments and financial systems.

  • Board of Review

    The Board of Review is responsible for the review and evaluation of assessment complaints.

  • Building

    Issues permits for new construction, additions, remodeling, replacement, repair and performance inspections.

  • Children's Safe Harbor

    Provides safe supervised visitation and child exchange services for families

  • Circuit Clerk

    The Circuit Clerk's Office processes and keeps all court records. Collects all court costs, filing fees, fines and any other costs assessed by the court. Assist circuit and associate judges in the daily functions of the court.

  • Coroner

    The coroner conducts investigations to determine the cause and manner of death, pursuant to the Illinois state statute.

  • County Board Office

    Run day to day administration duties for Board Chairman and County Board Members.

  • County Clerk

    Computes tax rates based on levies and assessed valuations. Processes marriage license and other vital records.

  • Court Services

    Court Services comprises of the following departments. Adult Probation, Adult Pre-Trial Services, Adult Resource Intervention Center, Juvenile Probation, Juvenile Detention Cetner and Juvenile Assessment & Day Reporting Center.

  • Equal Opportunity Office

    The Department of Equal Opportunity monitors contract activities for compliance and oversees the day-to-day operation of two programs: the Minority Business Enterprise/Women’s Business Enterprise (MBE/WBE) Participation Program and the Minority/Female Workforce (M/WBE) Inclusion Program.

  • Finance

    Provides services designed to protect, promote, and maintain the health of all Winnebago County residents.

  • Highway Department

    Maintains county roads, assists the county's 14 township highway commissioners and other municipalities in maintaining their highways and roads.

  • Housing Authority

    The W.C.H.A administers Section 8 vouchers and administers the Hope IV program.

  • Human Resources

    Services include Recruitment, Selection, Orientation, Benefits, Safety/Risk Management and Training of current and potential county employees.

  • Information Technology

    It is the purpose of the Winnebago County Department of Information Technology to be of maximum service to its internal and external customers by providing timely, accurate and financially sound Information Technology counsel, services and solutions. Our focus shall be the five nines in everything we do - our Information Technology infrastructure shall be available 99.999% of the time; our service commitments shall be completed 99.999% of the time on schedule; 99.999% reliability, accuracy and integrity in everything we do.

  • Jury Commission

    Determines the eligibility of prospective jurors from a combined listing of drivers and voters in Winnebago County.

  • Public Defender

    Represents individuals involved in cases in various areas. Trial attorneys are responsible for representing clients assigned to them by the court.

  • Purchasing & Facilities

    The Purchasing and Facilities Department handles all procurement and facility maintenance for Winnebago County.

  • Recorder

    The library of land records for Winnebago County.

  • Regional Office of Education

    Responsible for various administrative functions involving education.

  • Regional Planning & Economic Development

    Establishes plans for the county's physical and community development in the unicorporated areas with the advice and consent of the county board.

  • River Bluff Nursing Home

    River Bluff is a licensed skilled nursing facility. Provide skilled and intermediate nursing care. Certified for participation in Medicare and Medicaid programs.

  • Rockford Municipal Employees Credit Union

    Rockford Municipal ECU provides financial services to the employees of Winnebago County, City of Rockford, Rockford Public Library, Rockford Township, Cherry Valley Fire Protection District, Rock River Training and their families.

  • Sheriff's Department

    Provide law enforcement and correctional services to the citizens of Winnebago County.

  • State's Attorney

    State's Attorney office has county-wide jurisdiction to prosecute various criminal offenses of adults and juveniles.

  • Supervisor of Assessments

    Assists taxpayers with all property tax exemptions and inquiries regarding the tax cycle.

  • The Kids' Place

    The Kids' Place provides secure waiting rooms within both the Winnebago County Courthouse and the Winnebago County Criminal Justice Center for children ages two through twelve.

    A cooperative intergovernment agreement for the purpose of coordinating, creating staffing, funding and maintaining a comprehensive geographic information system for Winnebago County.

  • Zoning and Planning

    Assist citizens with a better understanding of zoning ordinance provisions. Provide a formalized process for initiating lawful changes in land use.
